This is the herbicide that ALL fertilizer application business' use to control weeds in peoples lawns. I highly doubt that this herbicide would prevent the newly planted seed from germinating. Raking is important as it helps the seeds come into contact with the soil to germinate properly.

Lightly rake in the seed over the overseeded area to improve contact and promote faster germination. Raking will also prevent water from washing away seeds in your lawn when you irrigate. Water the overseeded area lightly to keep the soil moist enough for the grass seeds to germinate and grow.
